I was going to ask if it was Johnny Lee who played Graham Stewart in Child of Pain, but then you added the clue of Sleepy Eye......so now, I'm going to guess Timothy Wead who played Tod Dortmunder from The Angry Heart, although I can't find any pictures or recent information on him... And it could be someone from A New Beginning with Jonathan and Andy Garvey move to Sleepy Eye to start over....maybe one of the trouble makers.....

Could it be Alan R. Peterson who played Clarence in The Werewolf of Walnut Grove? I don't find much info on him.....but he helped Albert to get Bart to quit bullying everyone by making a paper mache rock and pretending Albert turned into a werewolf...Until Carrie blew their plan....

It's John Bennett Perry who played Frank James in The Aftermath. He and his brother Jesse held Mary captive. They went under different names. He's also the dad of Matthew Perry.
