I'm not sure of the first line, but is it:

Stephen King used this in his novel "It." There was a little boy who stuttered. But he only quoted the last two lines.

Wow, I'd forgotten that was a Barney quote! But yes, King did use it in "It." That's my favorite of all his books. It's the only 1000-page novel I ever read that I didn't want to end.
