After reading the reviews though, I did omit the water and I only used a half can of tomato sauce and the consistency turned out perfect. And I substituted green chiles for the green pepper. AND I used a store bought rotisserie chicken and just shredded it, saving a ton of time! Very quick dinner this way actually! We said next time we might throw in rice and black beans and that would easily convert this recipe to a wet burrito.

They're great, Amy! I made the changes you suggested, and, there being only two of us, cut all the ingredients by half, and only baked them for about 15 minutes. Verrrrry flavorful! I'll definitely be making them again. Thanks!
