I never understood that, either. That part always bothered me! It seemed to me that if he had all that power, that he should have been the one to take on the witch - not a young girl and her relatively defenseless friends. But......
maybe Baum was sending the message that we're stronger than we think we are. Sometimes we have to go through adversity to get what we want. . . . . Or.........maybe he just didn't ask himself that question. grinsmiley

Well, I guess it could be argued that by sending them out after the broomstick, the Wizard was showing them that, if they succeeded, they already had a heart, a brain, and courage. But I'm not sure a guy hiding behind a curtain is in any moral position to be putting people to such a dangerous test to prove themselves. Huh?

If you think about it, a guy hiding behind a curtain is NOT as powerful as he wanted everyone to think he was. Remember, he flew over Oz in a hot air balloon that was out of control. The people had never seen a hot air balloon and thought it was something magical and named HIM the Wizard, he did not pen the name himself, just decided to take it and run with it.

Knowing that the scarecrow, tinman, lion and Dorothy all wanted something they already had, all he had to do was make them draw on that, which they did. Perhaps having them fight the witch and win was a way to bring peace to the Land of Oz and then he would gain his own confidence and be able to move on himself.
